Use Cyberlink powerDVD for the screen caps, then convert them from BMP to JPG with adobe Photoshop.
The secret to the clarity is using the full screen DVDs (they are good for something :D). The movies are in 2.35:1 aspect ratio, so even on a 16:9 format dvd there are matte bars on the picture (not as tall as they would be on a 4:3, but there nonetheless). So the fullscreen DVDs give greater vertical resolution than the widescreen versions. If the movies were in a 1.85:1 aspect ratio the vertical resolution would be the same on both the fullscreen and widescreen editions.
